The federal stimulus legislation known as the Coronavirus Aid, Relief, and Economic Security Act (“CARES Act”), Pub. L. No. 116-136, signed into law by the President on March 27, 2020, included relief to institutions and students for costs associated with the COVID-19 (Coronavirus) pandemic. Under Section 18004(a)(1) of the CARES Act, the U.S. Department of Education (“Department”) has allocated funds to New Professions Technical Institute (OPEID 032243), at least fifty percent (50%) of which must be used to provide emergency financial aid grants to students for expenses related to the disruption of campus operations due to the Coronavirus (including eligible expenses under a student’s cost of attendance such as food, housing, course materials, technology, health care, and child care) (“Emergency Grants”). See CARES Act § 18004(c). In accordance with the Department’s May 6, 2020, electronic announcement to institutions, the Institute provides the following information. This disclosure is being provided no later than 30 days following the Institute’s receipt of its allocation under Section 18004(a)(1) of the CARES Act reserved for Emergency Grants and will be updated every 45 days thereafter.

1. The Institute acknowledges that it signed and returned to the Department the Certification and Agreement and assures that it has used, or intends to use, no less than 50 percent of the funds received under Section 18004(a)(1) of the CARES Act to provide Emergency Grants to students.

2. The total amount of funds that the Institute received on May 29th, 2020 from the Department pursuant to its Certification and Agreement [for] Emergency Financial Aid Grants to Students was: $300,224.00.

3. The total amount of Emergency Grants distributed to students under Section 18004(a)(1) of the CARES Act as of June 16th, 2020 was: $43,350.00. The Institute is currently collecting additional student attestations to issue Emergency Grants to additional eligible students.

4. The estimated total number of students at the Institute eligible to participate in programs under Section 484 in Title IV of the Higher Education Act of 1965 (based on receipt of a FAFSA) and thus eligible to receive Emergency Grants under Section 18004(a)(1) of the CARES Act as of March 13th, 2020 is: 96.

5. The total number of students who have received an Emergency Grant under Section 18004(a)(1) of the CARES Act as of June 16th, 2020 is: 93. The Institute is currently collecting additional student attestations to issue Emergency Grants to additional eligible students.

6. The method(s) used by the Institute to determine which students receive Emergency Grants and how much they would receive under Section 18004(a)(1) of the CARES Act: 2 1. Determination of Eligible Recipients: To be considered for an Emergency Grant, a student must meet the Title IV Eligibility, Enrollment Status, and Attestation criteria established by the Institute: a. Title IV Eligibility: In accordance with Department guidance, a student must establish their eligibility to participate in programs under Section 484 in Title IV of the Higher Education Act of 1965 to receive an Emergency Grant. b. Enrollment Status: Emergency Grants are available only to students who meet the following enrollment requirements: (1) Was actively enrolled at the Institute (2) in a Title IV-eligible program (3) with a residential component (4) as of March 13th, 2020, and (5) who remain enrolled at the time grant funds are disbursed. This includes any students listed as “Active” in NPTI’s records. Students who graduated, withdrew, are in a leave of absence (LOA) or otherwise are not actively enrolled at the time funds are disbursed will not receive an Emergency Grant. The Institute seeks to prioritize those students that it believes have the greatest need, as suggested by the Secretary of Education. The Institute has concluded that those students with the greatest need resulting from disruptions of campus operations due to COVID-19 are most likely to be those students who were actively enrolled upon declaration of the COVID-19 pandemic (March 13th, 2020), and who have remained enrolled while disruptions of campus operations due to COVID-19 remain in effect. c. Attestation: To be eligible for an Emergency Grant, a student must submit, by the deadline established by the Institute, an attestation that they have incurred, or expect to incur, expenses related to the disruption of campus operations due to the Coronavirus (including eligible expenses under a student’s cost of attendance such as food, housing, course materials, technology, health care, and childcare). Students will be instructed not to submit the attestation form unless they have incurred, or expect to incur, such expenses. Students will also be instructed to return Emergency Grant funds that exceed their relevant expenses. Under ED’s interpretation, the CARES Act permits institutions to “distribute the funds to all students.” The Institute has carefully considered ED’s recommendation to prioritize those students with the most need and has determined that the Enrollment Status requirements described above present the best method available to identify such students. The Institute has considered other objective and uniform sources of available data (e.g., Expected Family Contribution), and concluded that no such data has a sufficient nexus to needs and expenses related to disruptions of campus operations due to COVID-19. The Institute’s approach appropriately balances the need to identify students with expenses related to disruptions of campus operations due to COVID-19, with the objective of issuing the Emergency Grants in a prompt and equitable manner.

7. The materials to provide instructions and guidance to the students are current as of the date of this disclosure and are subject to change. Subsequent issuances of Emergency Grants, if any, may be in different amounts and subject to different eligibility criteria. The CARES Act and NPTI’s Certification and Agreement to the Department contain additional reporting requirements, and the Department has announced that it will provide instructions for completing this reporting in the future. The Institute is awaiting such further instructions before reporting information directly to the Department. Having a considerable amount of student funds still available, on May 19th, 2021, we submitted Form OMB 1840-0856 to the HEERF Help Desk and declined the amount of $193,095.00 assigned to our institution.

UPDATE NUMBER 8. JULY 6TH, 2022

After all the applications for emergency funds were received and those approved for funding were fully paid, the institution still had a considerable amount of remaining funds. After further consideration and having August 11th, 2021, as the final date to decline those funds, we decided to return them to the Department of Education. On June 24th, 2021, the amount of $120,713.99 was refunded to the G5 system. As of this date, our current balance of HEERF Funds is $0.00. Therefore, no further reporting is needed.
